become authorized to offer the NP endorsement, Michigan higher education
institutions must develop a formal application for review and approval
by the Michigan Department of Education. In January 2005, MDE held a
workshop co-sponsored by COATT and the Michigan Department of Education
to help institutions plan their applications and understand the relationship
of this program to national standards and undergraduate teacher preparation. Links

Graduate programs that are approved for the endorsement are required
to include a planned program of 18-credit hours of classes that show
their endorsement candidates will be proficient in achieving the
standards. Areas covered include technology operations and concepts,
planning and designing learning environments and experiences, assessment
and evaluation, productivity and professional practice, social, ethical,
legal, and human issues, research and theory, software and hardware
evaluation and management, instructional design and product development,
teaching methodology, and field experiences that take teachers beyond
their own classroom walls.
The NP endorsement program is based on a set of national standards
for advanced programs from the International Society for Technology
in Education (ISTE), the same professional organization that developed
the National Education Technology Standards for Teachers (NETS-T)
and for Students (NETS). A panel of educators from higher education
and K-12 examined these standards four years ago, then added a Michigan
twist to them to create the basis for the endorsement program. These
standards were passed by the State Board of Education and are the
foundation for all approved programs.
