Overview
COATT will provide up to $2,000 for in-kind contribution from member institutions that provide professional development activities for:

  1. Helping prepare pre-service or first-year teachers to integrate technology in the classroom

  2. Helping prepare practicing teachers to build their capacity and effectiveness to mentor student teachers in integrating technology during student teaching

  3. Assisting a higher education institution in developing an electronic or digital portfolio program for its pre-service teachers

  4. Helping pre-service or practicing teachers to submit a digital portfolio for an MCOATT award

The focus of the effort must be on either pre-service teachers and/or the student teaching experience within the State of Michigan, although ancillary effects outside of the State are acceptable.

Details
For the past two years, COATT has been utilizing its PT3 funding to develop a set of resources to accomplish the above goals, and to promote similar such resources developed by other agencies within the State of Michigan. This year, COATT is working to propagate all of these resources as widely as possible in continued support of these four goals. This offer of matching funds is part of that effort.

Funds to support this program are provided through a grant to COATT through Spring Arbor University from the U. S. Department of Education, Office of Preparing Tomorrow’s Teachers to Use Technology (PT3), P342B010003. Approval to disburse funds will be made by Reuben Rubio, Project Director for this grant, with the consensus of other project staff, except in cases of conflict of interest when the authority will be given to Ellen Hoffman, co-Project Director. Disbursement may only be a portion of what is requested, depending on the actual size of the audience. Funds available for this program are finite, and will be approved on a first-come, first-served basis; in order to maximize the geographical scope of the program, multiple requests from a single institution that are otherwise acceptable may be denied.

Funds are awarded based upon guaranteed match and the size of the attendance at the event. Matching funds must meet the requirements of 34 CFR A §80.24, the relevant section of the Code of Federal Regulations. For example, match can come from nonfederal revenue, departmental or university funds, and third party in-kind contributions, but not from federal grants or revenue from student tuition. Match also cannot be doubly counted towards this application and another federal grant. 34 CFR A §80.24 covers this in greater detail, but these examples should help for the majority of questions.

The successful applicant must make a case to show that the event in mind squarely addresses at least one of the four goals above. The audience for the event may be either local or global (from an in-service at a college or K-12 school to a statewide teleconference). Since the intent of the PT3 program is to impact pre-service teachers, the focus must be on either pre-service teachers and/or the student teaching experience. As a general rule, an audience of at least 100 “person-hours” is required to obtain the full $2,000; 25 person-hours is the minimum for any funding.

Application Information
The effective period for the Funding Application ended as of June 30, 2005.

Applicants will be notified of approval within one week of the receipt of application.

Applicants should be prepared to “front” the money for the event and then send the following materials for reimbursement:

  • Attendance register (names of attendees with their affiliated institution or agency)
  • Program or agenda describing the event, indicating co-sponsorship by the Consortium for Outstanding Achievement in Teaching with Technology, http://www.coatt.org, with funding provided through a grant from the U. S. Dept. of Education; please use an “official” COATT graphic.
  • The name and address of the person or institution to whom the reimbursement check should be addressed and mailed.
